TOLEDO (WTOL) - With the City of Toledo planning this week to lay off an additional 71 employees who are paid through its general operating fund, News 11 has learned Tom Kroma, the mayor's assistant chief of staff, has been reassigned to the city's department of public utilities.

Kroma's annual salary is $92,000, and the move is aimed at lowering expenses in the same fund which the city pays its cops and firefighters.
