7 local leaders fined in Noe scandal

TOLEDO (Toledo Blade) - Former and current local leaders have been fined thousands of dollars for helping convicted felon Tom Noe gain a name Washington. That's according to our media partner the Toledo Blade.

The paper names seven people who were fined by the Federal Elections Commission (FEC) for contributing money to the Bush-Cheney 2004 re-election campaign. The contributions had been given to them by Noe.

Toledo Councilman Betty Shultz received the lowest fine of $1,500 because she demonstrated financial hardship.

The others who were fined include: Doug Talbott, a former aide to former Ohio governors George Voinovich and Bob Taft; former Lucas County Commissioner Maggie Thurber and her husband, Sam Thurber; former state Rep. Sally Perz, and former Toledo Mayor Donna Owens.

The fines were reached through conciliation agreements between the FEC and the individuals, similar to plea agreements in criminal proceedings, said Mary Brandenberger, spokesman for the FEC.
