TOLEDO - Toledo Police say gang activity is picking up and that it's to blame for the city's latest murder. Now, officers are toughening up tactics when it comes to kids and crowds.

Kenneth Kimble, 19, died Friday night, gunned down, police say, by a Hispanic gang outside of a church festival at Idaho and White streets.

Police say the rise in gang violence is recent and alarming. They say the first apparently gang-related murder was one that happened at the Ninja Club.

"The only thing that we could put together at this point is that the Ninja Club had moved into gang territory and that appeared to be one of the first shootings that was perhaps gang related," said Chief Don Kenney.

In response to the violence, police are toughening up tactics and plan to practice what they call "stop and search."

"We're not going to violate anyone's civil rights. We're not going to do anything illegal." said Chief Mike Navarre. But what they will do is look for kids and stop them, pat them down, check them for warrants and seize weapons.
