Party leaders are proposing a state-run democratic primary that would be held in May or June that would be paid for by democratic donors.

Hillary Clinton's campaign is against a plan to split the delegates equally.
Michigan was stripped of its democratic delegates for moving up its primary. The Democratic National Committee, chaired by Howard Dean, is who punished the candidates. They said they will not pay for a new primary. Another option presented was to have the candidates pay for it. Neither candidate endorsed that option.
