TOLEDO, OH (Toledo News Now) - A former foster parent with Lucas County Children Services is sitting behind bars, accused of raping a child in his care.
A grand jury indicted Robert Koenig on three charges, including rape and gross sexual imposition.
The indictment indicates the victim was less than 10 years old.
Koenig and his wife have been foster parents for Lucas County Children Services for the past 5 years.
Children's Services Spokeswoman Julie Malkin says both were fully investigated and trained as foster parents. That includes police and FBI criminal background checks and hours of CSB training.
Malkin says the agency had no reported problems with Koenig or his wife. The couple usually fostered children who would stay for short periods of time. The last children in their care had been with them for six months.
The Koenigs were paid by Children Services as Foster Parents.
Malkin says the agency is very upset with the situation and that it is committed to making sure kids are safe. She says the agency fully cooperated with Toledo Police and Lucas County Prosecutors during the investigations.
Koenig is being held on $300,000 bond and is set to be arraigned Thursday morning in Lucas County Common Pleas Court.
