Murder charges filed after 1 killed, pregnant woman injured in apartment shooting

LOUISVILLE, KY (WAVE) - Louisville Metro police said a resident who was killed at Dosker Manor Tuesday either shot at, or shot back at, the man they charged with his murder.

"We're not going to get into the specifics of why he was there," LMPD spokesman Dwight Mitchell said Friday. "We still don't know for sure at this point."

Tyjuan Romel Moody, 24, is charged with the murder of wheelchair-bound Richard Spencer, and the attempted murder of a pregnant woman, whose bullet wounds forced doctors to perform an emergency c-Section to save her child. The woman and her baby, named Miracle, are recovering Mitchell said.

Investigators believe the shootings occurred in, or close to, an elevator in Building A where Spencer lived. They've not said who they believe fired first, or whether the woman was a target or a victim of somebody's ricochet.

"We don't think she knew them," Mitchell said. "It's still wrong place, wrong time."

Mitchell declined to answer questions regarding how Moody would have gotten into Dosker Manor. Residents and guests are required to show photo ID's. Guests also are required to sign a register indicating who they're visiting said Housing Authority Director Tim Barry.

"We're well taken care of," said Donny Taylor, a resident of Dosker Manor for 15 years. "But you know, people can slide in anywhere. Don't make no difference (sic), you know. You can't watch everybody."

Barry confirmed that residents have propped open exit doors to allow guests to enter undetected. "It's unavoidable," he said. "Somebody determined to get in can find a way in."

Court records show Spencer was sentenced to five years in prison following convictions for cocaine possession, wanton endangerment and tampering with evidence. But such a record doesn't necessarily disqualify an applicant from public housing, Barry said.

"His disability likely would have factored in, and he may been homeless when he applied," Barry said.

Police declined to say whether they recovered the weapons they believe were used in the shootings.

"We don't know who shot whom," Mitchell said. "We'll need ballistics tests to sort it all out."
