TOLEDO, OH (Toledo News Now) -

Time is running out to sign up for health care coverage, and we're seeing first-hand, how difficult the process continues to be.

Open enrollment for the Affordable Care Act ends on Monday.  That deadline has been extended for anyone who at least starts the process by then, but even that is tricky.

Since October 1, Dave Spiess has been enrolling clients of the Northwest Ohio Association of Health Underwriters.

With that Monday deadline approaching, we watched Spiess as he took a man named Carlos step by step through the process.

Spiess gets onto healthcare.gov, the same website that has shut down time and time again over the past six months.

Carlos chooses a password, confirms his identity through a series of security questions and gets an email on his phone to confirm he can move on in the application process.

But then, the system crashed.

"This is one of the challenges, is trying to log back in. Sometimes it does not work as smoothly as we would like it to," said Spiess.

Spiess tells Carlos to try logging onto the website on the laptop, instead of the phone. That doesn't work either.

"We may wind up having to call healthcare.gov to try to get this resolved," said Spiess.

Spiess says it's a common problem.

"What was initially almost an immediate response, the middle part of last week, was a ten minute hold time. Over the weekend, 30, and then last night as much as an hour hold time, trying to get through to somebody," said Spiess.

Later on Monday night, Carlos waited on hold on the phone for an hour, then did get help over the phone. Turns out he has to get additional information together before he can finish enrolling.

If you're trying to sign up, Spiess recommends you wait until between midnight and 6 a.m., when traffic on healthcare.gov is not as high.
