3 men, 2 ex-officers, charged in KY cold case murder

Two former police officers were jailed on $1 million bond in connection to a 1994 murder case in Oak Grove, KY.

On Friday, a Christian County Grand Jury indicted former Oak Grove policeman Edward T. Carter, 43, on two counts of murder.  Another former lawman, Leslie Duncan, 50, was indicted on two counts of complicity to murder.

A third suspect, Frank J. Black Jr., 39, was also charged on two counts of murder.

All of the charges stem from the shooting and stabbing deaths of Gloria Ross and Candida Belt.

The women were killed at the New Life Massage parlor in 1994.

Three years after the murders, former madam Tammy Papler accused Carter and Duncan of extortion and murder at a city council meeting.

"They weren't getting any more money from us, and they knew we had stuff on them," Papler said during a 1997 interview with Channel 4 News.  "The only way to keep us quiet is to kill the girls and put us in jail."

According to Kentucky State Police, Duncan is serving a three-year sentence at the Christian County jail for tampering with physical evidence in reference to the investigation.

Early Saturday, Black was jailed in Etowah County, Alabama.  Carter, according to state police, was arrested in Warren County, Ohio.

Both men will face arraignment after they are extradited to Kentucky.

There was no immediate information available on what led up to Friday's indictment.  The Oak Grove Police Department did not immediately issue a statement.
