TOLEDO, OH (Toledo News Now) - The Lucas Metropolitan Housing Authority (LMHA) has completed phase one of the Collingwood Green housing development, and is now getting ready to move forward on phase two.

Estimated at $14 million, the project involves the construction of 66-68 units - two-story townhouses with either two or three bedrooms in each unit.

LMHA Executive Director Linnie Willis says the project on the 23-acre site aims to completely change the way public housing is viewed, to focus on the quality of living and not the quantity of people living in a complex.

"What we tried to do is develop a plan that gives them a quality of life, gives them more room to move around," Willis said. "There's green space that allows them to have play areas for children, garden areas for families that want to garden."

The City of Toledo will be doing some water and sewer work in the near future on the site before construction begins. A groundbreaking is targeted for spring of 2014.
