(WMC-TV) - A proposal to increase Memphis' solid waste fees to fund a retirement package for sanitation workers caused a clash during the Memphis City Council.

The proposal has three components and some council members say they should be split up while others say they go hand in hand.

The full council will vote whether to raise the city's monthly solid waste fee to $25.05. This price increase would go to buying new garbage trucks.

In exchange, workers would add 100 daily stops to their load and get a supplemental retirement package.

Councilman Shea Flinn said there are too many conflicting components to the plan.

"The window has closed on this issue. It's time to align it with the pension debate. It's time to align it with the overall budget debate. When we look at the overall burden that it costs a citizen to live in Memphis and I can take the motion now I can like a motion downstairs that we delay this item for six months," said Shea Flinn, Memphis Councilman.

Memphis Councilwoman Janis Fullilove disagrees. She says the sanitation workers, who have no city retirement plan, have waited long enough.

"You want the populous of Memphis to approve a half-cent sales tax for children for pre-K. But here it is, our elderly individuals who need this supplemental retirement package. You don't want to do that for them," she said.

The council has the power to vote this up or down, or they can delay this vote for the third time.
