Rural TN residents concerned about ACA registration

(WMC-TV) - Enrollment will begin Tuesday for those needing insurance through the Affordable Care Act. But for many, how to sign up and what it is all about, remains a mystery.

Karen Meeks has no insurance.

"It's a little frustrating because I live paycheck to paycheck like most everybody else. I don't have money left over at the end of the month," she said.

And while Meeks is planning to sign up for the Affordable Care Act, she has a problem.

"I have no idea where or how," she said.

Meeks is like many others in rural areas of the Mid-South. She has no computer and cannot go online to sign up.

Quincy Barlow heads Delta Human Resources in Covington. He says he is already taking calls from similar clients who simply do not know what to do.

"Really the only recommendation at this time is we just wait and see what happens. We hope by Friday to have an answer for them," said Barlow.

Barlow says he and his staff have also been left in the dark when it comes to telling people how to register for the Affordable Care Act.

"I don't think it was fine tuned, that's my answer," he said. "I just don't think we have enough knowledge to proceed with it."

Barlow's agency serves some 25,000 residents in Tipton, Lauderdale, Fayette and rural Shelby counties. He says in Tipton County alone, 41 percent of residents are uninsured. Barlow is frustrated because he doesn't have all the answers to help them.

"We don't know where to get instructions, we don't have any instructions," he explained.

Barlow is advising residents who do not have Internet access to visit their local public library. There, residents can go online to register.
