Person in wheelchair hit, killed by car in Clarksville

A person in a motorized wheelchair died Wednesday night after being hit by a car in Montgomery County.

The crash happened around 9 p.m. on Providence Boulevard.

Police said Ellen Hapiuk died when the driver, Nathaniel Crespo, struck her.

Investigators said Crespo is cooperating, and the incident is under investigation.

"Like all fatality accidents, we did request blood and he submitted," said Sgt. Charles Gill, of the Clarksville Police Department. "We'll have to wait on toxicology reports from TBI."

It's still not clear if charges will be filed against the driver.

"I travel those same roads, and she didn't deserve to lose her life whether she was crossing the street or not," said Hapiuk's friend, Barbara Erickson. "It's sad people have to lose their lives out here. She was an inspiration to a lot of disabled people. People who are disabled don't give up, and Ellen didn't give up."

Erickson called Hapiuk a wonderful person who loved her two dogs and stayed caring despite struggles with congestive heart failure.

"You could tell that she lived a hard life, but yet at the same time, she would still work through it," said Erickson.

Erickson said she's hoping changes will be made to Providence Boulevard to stop another deadly crash.

"We need more sidewalks that are accessible, more lights in between intersections," said Erickson. "If there's anything I can do to change Clarksville to where they get the needs met for people in power chairs, I will do my best in her memory. I will not stop that fight."
