City of Toledo begins plans for composting site

TOLEDO, OH (Toledo News Now) -

Toledo City Council has approved a measure to get the ball rolling for the city to begin its own composting operation.

Instead of paying a private company for leaf disposal and then buying soil for use by a variety of departments, the administration's plan is to have the city start doing its own composting.

Michael Kott with Clean Wood Recycling has pending litigation against the city, saying the city breached a contract for leaf disposal services.

"The city decided not to bring us leaves anymore because they wanted to get into direct competition with the private sector and open their own composting facilities," Kott said.

Putting that issue aside, Kott says he's reviewed the proposal and believes the city is underestimating the start-up cost.

"They're not looking at the big picture," he said. "It's going to cost a lot more money than what they're projecting it's going to cost to get themselves up and running."

Specifically, he says the city is not factoring in the cost of site preparation to meet EPA guidelines.

"An all-weather facility, meaning if it rains two inches tonight you have to be able to get on that facility," he said. "If you look at the City of Toledo sites they're planning to use as composting, all of them are on dirt, they're going to be a mud mess."

The administration says a $936,000 investment over the next three years will result in $1 million worth of savings in assessments for Toledo property owners who pay for leaf collection. The main investment is for a $347,000 leaf turner.
