Cleveland firefighter with CA address: How he does it?

19 Action News is getting answers to questions we raised in a 19 Action News investigation about a Cleveland firefighter.

We're finding out how he's still keeping his job while living in California -- and doing it a year-and-a-half after we exposed him.

Sounds strange, but Cleveland City Hall reports no problems with Joseph Coneglio.

We revealed he lives in California in 2011, and that caused an uproar and put a spotlight on a fire department pay scandal over trading shifts. 

This week we found Coneglio still has a California address, yet the city says he's not breaking any rules. Though we found him mostly off the job and still getting paid.

For example, Coneglio went off on injury leave for about six months. He went back to work for one day and the city put him on light duty at a fire equipment repair shop for 8 months.

He then went back to fighting fires for several weeks. Yet he's been off again on injury leave for the last seven months.

Is he playing the system?

The city says no. Coneglio sees a city doctor once a month.

The city says legally it can't talk about any injury-- just that this all relates to fighting a fire.

In the past, the city said Coneglio would have others work for him for weeks. Then he'd come into town and work and work for others.

Now we're told Coneglio doesn't owe any shifts. He couldn't trade on light duty anyway.

"On the light duty status you're not able to make any trades. You're on restricted duty. The only way to make trades is with someone full functional capable on the job," said Fire Dept. spokesman Larry Gray. "He worked a regular shift. A 40-hour workweek."

A new city law requires new firefighters to live nearby. 

13 firefighters just got indicted for how they traded shifts, but not Coneglio. As for all that time paid on injury leave -- how long can that go on?

We're told the max can be up to about 2 years.

    Another drug treatment center wants approval from the city, but is getting some push back from neighbors. This one is in west Toledo, on Sylvania Avenue right at the corner on Sylvania and Jackman. The vacant church could house a new drug treatment center.     Construction is now underway for one of the first medicinal marijuana facilities in the Gibsonburg area. The Standard Wellness Company was awarded one of Ohio's cultivation licenses for medicinal marijuana. Their location is in Gibsonburg, Ohio, as many local municipalities voted to keep facilities out, Gibsonburg wanted the industry.
