Detective investigates water theft via hose

The city of Toledo's water theft investigator is looking into another complaint of water service being improperly received in a home.

On Tuesday, a garden hose was found connected from a house on Arden Place to another home where service had been shut off.

Kyle Hilt says he has been renting his home from Adel Kamal since December.

"He told me to leave the garden hose alone, it doesn't work," said Hilt. 

Now, water flow has been disconnected and Hilt, his fiancée and three children have to find a new place to live.

"I have to move out. My kids have no water. I have no water in my house. I gotta go," said Hilt. 

Water theft investigator Harold Mosley informed Hilt his house had no active water account and there was also no account for the house from where the water was coming.

"Discovered there was water service on that should have been terminated," said Mosley. 

Last week, Mosley discovered a garden hose running from a vacant house on Air Line Avenue to another house in which Kamal is listed as the owner. Kamal says he sold 2102 Air Line in March this year. However, Kamal is listed as the owner of 2102 Air Line on the Lucas County Auditor's website, and the Lucas County Recorder's office has no record of a deed transfer.

Kamal is facing a criminal trial in June on 15 counts of theft and tampering with a water meter, but he says those claims amount to harassment by the city.

"They try to make me look bad because I'm suing the city of Toledo. They have nothing on me," said Kamal. 

The water theft investigations on Arden Place and Air Line are ongoing, with no charges filed in either case.
