City investigates water theft complaint

TOLEDO, OH (Toledo News Now) -

The City of Toledo is launching a new effort against people trying to steal water service.

On Wednesday, the city's water theft investigator, retired TPD officer Harold Mosley, was dispatched to 2102 Airline Avenue, on a complaint that home was tapping into a vacant house next door.

"A garden hose was ran from 2106 over to 2102, our records indicate there is no water service at 2102," he said.

Mosley says a man was seen going into the vacant house with the garden hose.

"He was then seen coming outside, digging up the front yard where the curb box is, and turning the water service on."

This incident is part of a new investigation, and no charges have been filed.

Records show 2102 Airline is owned by Adel Kamal of ADKA Properties, Ltd., who happens to be facing 15 counts of tampering with a hydrant/pipe/meter in connection to unrelated charges from the city. That case is scheduled to go to trial in Toledo Municipal Court in June.

Mosley says he's taking his job seriously because water theft is a serious issue which could have serious consequences.

"A felony five for theft of water, possession of criminal tools, criminal damage, vandalism," he explained. "Everybody else pays their water bills. People who steal water are taking from those who pay for their water."

Attempts to reach Kamal were unsuccessful.
