Lucas County Board of Elections makes few changes

TOLEDO, OH (Toledo News Now) -

New developments are happening with the Lucas County Board of Elections, just one day after the Ohio Secretary of State received recommendations for sweeping changes. It has been given a roadmap for improvement in the form of a consultant report and recommendations, but what changes will be made remains to be seen.

Changes recommended included removal of the director and deputy director from the Lucas County BOE. Consultants also suggested evaluating all employees and reforming how the office operates.

On Tuesday, the elections office took no personnel action and has been removed from administrative oversight by Ohio Secretary of State John Husted. A statement provided from the Ohio Secretary of State's Office says "our office will hold the board accountable for their decisions."

"If the Secretary of State is willing to take us off oversight immediately, we need to make sure everybody is doing their job and plays as part of the solution and not part of the problem," said Board Chairman Ron Rothenbuhler.

During Tuesday morning's board meeting, the four members committed to renewing the search for a new elections building to put all operations under one roof.

"Hopefully we'll get that tackled, get under one roof, where we can have an early voting center, so we don't have to fight every year on a location for an early voting center," explained board member John Irish.

Additionally, a policy and procedure manual is in the process of being made. Before the next board meeting, all the members expressed a desire to finalize an organizational chart, which could include full job descriptions for everyone in the office.

"At our next meeting in March, we do expect the policies and procedures - and now, certainly, the job descriptions - to be available for our review," said Rothenbuhler.

Board member John Stainbrook motioned to fire all low-level staff and have them reapply. However, no one seconded the motion, so there was no vote. Stainbrook still defended his motion, saying it would address the need for changes.

"The only constant in this office has been - over the years - board members go, the deputy directors always go, but the employees have been the constant. And that's where Ron [Rothenbuhler] and I are getting all the trouble from. So that's what the situation was. And I think Anita Lopez did the same thing in the auditor's office and it worked for her," said Stainbrook.
