EDITORIAL: TPS administrators cheated

TOLEDO, OH (Toledo News Now) -

The administrators of Toledo Public School systems cheated.  The students with the highest absentee rate were eliminated from the base of standardized test scores.  This decision necessarily removed a whole bunch of low rated results.  This raised the average score for TPS students. 

Choosing to do so was cheating and invalidates whatever positive outcome the previous round of test results yielded.  It is easy to understand why they did this.  It seems unfair to hold a school system hostage to the test results of kids who didn't want to be students and rarely showed up for school.  But rigging the test results is not an option. 

How can these same administrators now turn to students facing SAT and ACT tests and daily school requirements and tell them not to cheat.
