Perrysburg Twp. Police searching for 2 brothers after homicide

PERRYSBURG TOWNSHIP, OH (Toledo News Now) – The manhunt continues in Perrysburg Township for two brothers after police say they are responsible for a shooting that left a young mother dead.

Police confirmed Leandra Frankum, 21, sustained a fatal gunshot wound and was pronounced dead at the scene. The incident happened on the 2500 block of Broad Street between Jefferson and Wilson around 1:20 a.m. Sunday.

The main person of interest is Jose Antonio Moya Jr., 23, of Toledo. Police are also looking for Raul Moya, 18, of Toledo, in connection with the homicide. 

Jose Moya is believed to have been Frankum's on and off again boyfriend. Police said his brother, Raul Moya, helped him get away.

The location has been blocked off as police investigate the area.

Toledo Police were told by Perrysburg Township officials to be on the lookout for a 1999 white Ford pickup truck, with Ohio license plate FKS6646, in connection with the homicide.

Anyone with information concerning the whereabouts of the two individuals should contact Perrysburg Township Police at 419-874-3551.

"Caution should be taken with anybody who has info regarding their whereabouts. They should notify law enforcement authorities and not attempt to confront them themselves," said Wood County Prosecutor Paul Dobson.

Jose Moya has been charged with murder and his brother, Raul Moya, has been charged with obstruction of justice.

Frankum's family members said what happened at the house has scarred their hearts and the eyes of some witnesses.

Leticia Costilla and her 6-year-old nephew will always remember what happened at the house July 22. At about 1:30 in the morning, Costilla says she got a call that she needed to rush to her sister's house because of a shooting and that her nephew had seen everything.

"He described, you know, they had this color shorts, this shirt, and they were talking and whispering and he said, you know, just where she got shot at," said Costilla.

Costilla said hearing the chilling account from someone so young rattled her. When she had to see Frankum's mother it was almost too much to handle.

"When her mom got there, all you could hear was her screaming. And that's a sound I won't ever forget. And coming from a mom, it hurts," said Costilla.

Costilla said she and her family had known the victim for a long time. She knows the family will not let Frankum's little girl forget her mother.

"It is sad that she's not gonna have her mom, but she's got enough family that she'll know of her. You know? I'm sure everyone will tell her stories about her mom and what kind of a person she was," said Costilla.

In the meantime, police have been patrolling the house, families are trying to heal and friends are hoping for justice.

"It's a tragedy what happened. I hope they find them and book them away. Honestly, it's just sad," Costilla said.

Those pictures could then help police if they had to respond to an active shooter or other emergency. Attorney General Mike DeWine said that mandated school safety plans are required to include floor plans, and aerial pictures are an optional supplement.
