TOLEDO(WTOL) - Tensions are flaring in Toledo city government, as Mayor Carty Finkbeiner calls out council members, saying they're not doing their job. Council is fighting back.

The Mayor is scolding the city council members for not balancing the budget.  In a memo sent out, Mayor Carty Finkbenier says, "This past week you spent five hours discussing nuisance abatement parking conditions and groceries for garbage."

Mayor Finkbeiner points out that both Findlay and Columbus city leaders raised payroll taxes this week to help balance their budgets. Toledo's top leader ends his letter with a strong message, "balance the 2009 budget, not with smoke and mirrors, but with integrity. Just do it!"

News 11 is getting reaction from council members about the Mayor's memo. Toledo city council president Joe McNamara says, "the Mayor has zero credibility with council. His latest temper tantrum will have no impact on our deliberations as we continue to work together to reach responsible budget solutions that put public safety first."
