Toledo Police: No evidence of driver wrongdoing in accident that killed 16-year-old Romear Cavitt

TOLEDO (WTOL) - An investigation into the pedestrian accident on Hill Avenue that killed 16-year-old Romear Cavitt in October has come to a close.

No evidence of wrongdoing was found on the part of the vehicle’s driver and no charges will be filed. The investigation included witness interviews, accident scene reconstruction, and a review of phone records.

On Oct. 23 at about 7:20 a.m., Romear Cavitt, 16, was crossing Hill on foot when he was tragically struck by a passing vehicle.

During community meetings following the accident, concerns were raised regarding lighting, speed enforcement, and traffic signals.

In response, Hill Avenue between Byrne Road and Reynolds Road will be the next location in Toledo where LED street lights will be installed. The city plans to eventually convert all street lights to LED.

The lighting improvements, approximately 41 LED street lights, will be installed by the end of January 2019.

While speed was determined not to be a factor in this accident, two speed assessment studies are now being conducted to determine if the speed limit should be changed and if speed cameras will be added to the stretch of Hill Avenue near Wenz Road.

A report on traffic on Hill and Wenz was released as part of the investigation into the fatal pedestrian accident in October that killed Romear Cavitt, 16.

The speed assessments should be completed by early 2019.

Finally, a traffic signal study was conducted for the intersection of Hill Avenue and Wenz Road. The intersection did not meet federal and state requirements to establish a new traffic signal or crosswalk.
